It would be likely that building code official will strongly advise to seek for a certified electrician to do the job. This is because it is the best way that the rewiring will run smoothly and safely. But if one is persistent in doing the rewiring on his or her own be sure to follow the national and local codes for assured safety of the house and its occupants.

When everything is set, assess one’s capability in doing it. If problems arise or there is uncertainty on how to proceed, better stop rewiring and call on for a contractor.
